Citroen keys run PCF7936, PCF7941 and PCF7945 transponders on SX9, VA2 and HU83 blades, with the recent range on NCF29A proximity keys. It is the same technology as Peugeot, and the vans borrow from Fiat, which is worth knowing before anyone quotes you a dealer price.
Programming happens over OBD with brand-specific equipment. On many models we can add a key without the original, and where every key is gone we erase the old set and code a new one.

Yes, and it is the cheapest moment to do it. With a working key in hand a duplicate is from €50; once the last one is gone the same van costs from €150.
SX9 blanks, yes. We carry the PSA profiles in the van because plenty of these cars are still driven daily on the coast.
Electronically it is a Fiat key. The Jumper, Ducato and Boxer are the same van with three badges, so we treat it as Fiat when we code it.
