Volvo runs Hitag2 and ID48 transponders on NE66 and HU56R blades, a blade-in-the-dash Slot Key on the P1 and P3 cars, and proximity keys on the recent range. Older 850 and S40 keys use ID44 or ID73, which needs different tooling again.
Programming happens over OBD with brand-specific equipment. On many models we can add a key without the original, and where every key is gone we erase the old set and code a new one.

For the P1 and P3 cars, no. We read the car and code the key ourselves, at your address. The very newest models are the exception and we say so on the phone.
Check the cell first. If the car still refuses with a fresh battery, the reader in the dash is a common failure on these, and that is a different repair to a new key.
